Following the Blythe Valley decision in the Court of Appeal authorities are under greater pressure to demonstrate the deliverability of DPD policies. The study to be carried out by Levvel will examine the viability of a range of affordable housing percentage requirements, for different development types and tenure mixes across a range of notional site types and areas within the City. The final report is due by the end of Spring 2009 and will provide advice to the Council on the implications of policy decisions enabling it to take a more informed view when setting policy through the Core Strategy and DPDs. Further advice will also be given on model Section 106 clauses for the provision of affordable housing to enable negotiations with developers to progress more smoothly. Levvel will also be assisting the City in maximising the benefits accruing from the development of land in public ownership and informing the Single Conversation with the Homes and Communities Agency.
