However, the Government's own research (based on 2003 data) suggests that affordable housing, which is not included in the levy, makes up the lion's share of S106 contributions and is the most complex aspect of negotiations. That being the case, CIL may not speed things up as much as hoped. Local Authorities are now seeking to impose higher affordable housing requirements than they did in 2003 and with ever less grant. Meanwhile, build cost inflation is being stoked by the Code for Sustainable Homes and Lifetime Homes and values are being squeezed. Given the PPS6 requirement to take economic considerations into account, Planning Authorities will need to exercise great care in setting their CIL levels if they are not to overburden development and choke off supply altogether at a time when there is already evidence of falling volumes.
