Levvel and the RICS work with UN FAO on Land Tenure Governance

Stuart Woodward took part in a 2-day workshop in Rome (28 February – 01 March 2011), with the goal of seeing how the private sector might implement the FAO's voluntary guidelines, 'responsible governance of land tenure and other natural resources'. The workshop focussed on three themes: agricultural investments including bio-fuels; rural-urban industrial conversion; and forestry/fisheries.

The workshop brought together high level individuals from national and international companies active in the fields of food, agricultural development and bio-fuel production, forest and paper industries. Four chartered surveyors were involved with the workshop: Paul Munro-Faure (FAO); John Tracey-White (RICS); Stuart Woodward (LEVVEL International) and Sunil Agarwal (SRM Realty, India).

Background:
The issue of "land grabbing" in developing countries for agricultural development and mining purposes by overseas commercial investors has emerged as a major concern.

It has now become headline news globally. On the other hand, international and local investment in the agricultural sector over the last decades has been woefully inadequate, particularly in sub-Saharan Africa. A balance needs to be struck that enables the most beneficial socio-economic use and the protection of land rights and natural resources to be achieved.

Responsible land tenure governance is essential if people are to realise their fundamental rights to adequate food, shelter and property. It is also vital in securing economic growth, by giving investors confidence; and in promoting sustainable development, by preventing over-exploitation of natural resources and minimising environmental impact.

Land tenure problems are also widely recognised as one of the biggest hurdles in most post-disaster reconstruction. Land tenure governance underpins Millennium Development Goals, particularly those that involve eradication of extreme hunger and poverty; gender equality and empowerment of women; environmental sustainability; and promotion of global development partnerships.

RICS was approached by the Food and Agriculture Organization of the United Nations (UN FAO) to facilitate a major private sector consultation meeting in the RICS headquarters on 25/26 January 2010 to review the FAO draft voluntary guidelines on the responsible governance of land tenure and other natural resources. This meeting was a key part of the FAO’s consultation on the draft global voluntary guidelines that they have prepared.
