The fact that even the trail blazers are now at risk of being overtaken by the rise in mandatory standards shows something of the scale of the challenge government is setting for the housebuilding industry in these uncertain times. Meanwhile it is striking that, for the time being, the largest extant zero carbon development so far in the UK remains Peabody's pioneering and much garlanded but also profoundly troubled BedZed. Caroline Flint addressed the charge that building standards may overtake the Ecotowns before they are complete by pointing out that Ecotowns will be required to have facilities and services accessible by bicycle and on foot. However, this would be good practice in any development on this scale and her determination that only 25% of journeys in the Ecotowns would be by car should be set against a good practice target of 40% elsewhere.
