DCLG has responded to criticisms that PPS12 failed to define Spatial Planning by drawing the link between the Development Plan and the Community Strategy in order to ensure sustainability, effectiveness and engagement with stakeholders, that delivers on local priorities. These themes are intrinsic to the new Statement, which seeks to ensure that planning policy will be delivered in an effective and timely manner. Levvel's consistently held view that the Core Strategy should deal with the "who, when, what and where's" of development leaving the "how" to subject specific DPDs and SPDs is upheld. Key to this is engagement with the Development Industry, not only in the development of policy, but crucially, in the formation of the evidence base to ensure economically viable solutions are pursued. Gone are the rigid tests of soundness and in their place are new tests which ensure that the policy is justifiable and effective, and that as delivery agents of the policy, the development industry is signed up to it. The onus is therefore on housebuilders to ensure that their voices are heard. Levvel can draw on years of experience of influencing and shaping policy and is uniquely placed to be the mouthpiece of the industry, creating relationships between Local Authorities and Development Consortia to shape the way policy is delivered.
