A brief was prepared by Waveney District Council and sent to interested organisations in June 2009 and Levvel was appointed at the end of June 2009 to undertake a comprehensive viability study within a specific tight timescale. The study feeds into Waveney's Core Strategy policy and therefore a specific timetable had to be met with a non-negotiable submission deadline for the draft report of 31st July 2009 which Levvel met. Levvel arranged to attend the inception meeting within a week of accepting the appointment. A stakeholder meeting had to be swiftly organised and this took place early in the process on 7th July. The study included an assessment of future economic projections and was submitted in 3 main sections addressing the following:
Paper One - Policy Context, Current and Projected Economic Conditions
The policy context, national, regional, sub regional and local is explored with regard to the provision of affordable housing. Current economic conditions and the effect upon the housing market at a national level are then examined. This is followed by a focus on the economic position as it relates to Waveney. Historic market data is used to assess possible future scenarios for the housing market in the area (upside, middle upside, middle historic, middle downside and downside) which are used to 'future proof' policy options within the overall context of the economic position.
Paper Two - Affordable Housing Viability Study
This assesses the impact upon economic viability of a range of affordable housing policy options with combinations of thresholds, site sizes and densities, percentage quotas, tenure mixes and public subsidy assumptions. It details the methodology and summarises the assumptions used in respect of values and costs to development. It outlines the conclusions drawn from this work and the policy recommendations that these conclusions imply.

Detailed appendices are included in respect of the following:

sales value methodology;
stakeholder engagement methodology and results;
site selection methodology;
modelling results tables;

LEVVEL IN THE FUTURE
Levvel will be expanding and evolving their services as a response to the economic climate and as a consequence of the changed political situation. We will launch the new services and updated website in the summer. As new housing and planning policies emerge, we will be hosting more regional seminars, starting in the South West.
